There are problems with the old site and I am trying to reinstall. I think I am removing the old, but after copying the files I run the installation like a clean install. But instead of running the install steps it tells me the site is installed and I need to remove the installation files. What am I doing wrong?

You did not remove the original configuration.php file.
Look at the Joomla archive on your local pc and compare to what is in the remote location and make sure the files and main directories are the same.
If installing to the web-root of the host make sure NOT to remove any of their files.
