Provided that version of Wampserver meets the technical requirements that is not the issue and nor is is the OS you are on.
What error are you getting if any?
Are you entering the correct default username and password for the WAMPserver database connection or any changed password you may have created during or after installation.
These would normally just be:
* root for username and
* nothing (leave blank) the password,
* host is localhost, Type is MySQLI (not mysql),
* Port by default is 3306
* then the name of the database you want to create, and
* the table prefix you want to use (or leave the default generated one),

Suggest you refer to the http://docs.joomla.org/beginners as many of your early questions will be answered there.

HTH
Make sure that the database is running before you start the installation.

Sidenote: When you do get to the FTP Step just click next and make no changes.
