If so you need to look at the missing Apache modules that are highlighted and see if they are require for your configuration.
If a shared or managed hosting contact the host company.

I found this message in the httpd logs:
Message: Access denied with code 403 (phase 2). Match of "rx (^application/x-www-form-urlencoded$|^multipart/form-data;)" against "REQUEST_HEADERS:Content-Type" required. [file "/etc/httpd/conf.d/modsecurity.conf"] [line "152"] [id "9001"]
Action: Intercepted (phase 2)

The solution was to comment out line 152 and 153 in the mod security.conf.

New question is... how should these look to support Joomla:
#SecRule REQUEST_METHOD "!^(GET|HEAD)$" "chain,id:9001"
#SecRule HTTP_Content-Type "!(^application/x-www-form-urlencoded$|^multipart/form-data;)"

without knowing the server configuration more intimately, it looks to me as if the server hosting CP build is not complete or in error...

FPA shows mod_security as not being enabled but you are receiving mod_security messages in your log and it seems to be blocking the form post of the installer process.

TEMPORARILY try the following...
in a " .htaccess " file in the "/" (root) folder of your Joomla! instance add the following line at the top
Code:
SecFilterScanPOST Off

This will disable form "POST" scanning... if this works, then mod_security needs to be reconfigured to reduce form "POST" scanning..

If the above makes no difference, try disabling mod_security completely...
Code:
SecFilterEngine Off

If this works, then either leave it disabled, or more appropriately contact the host to reconfigure mod_security correctly for dynamic PHP based websites instead of static HTML only sites.

Either way, I would suggest the server/cP might be in needs of a reconfigure or at worst, rebuild of mod_security anyway.
