[Mod Note: Split this topic http://forum.joomla.org/viewtopic.php?f=622&t=771034 into a separate thread. Please do not hijack someone else's thread.]
Just to clarify that you are not also running WampServer 2 and / or Skype at the same time as identified on the original thread?

Otherwise is your issue solely that you cannot connect to the database during the installation of Joomla?

Is the MySQL database started?
Are the database details you are entering into Joomla the following:
Assuming you have not altered the XAMPP security settings after installation which the screen shot suggests you have not done.
type = mysqli
host = localhost
user = root
password = (blank, nothing, nada, empty field)
database name = (whatever you want it to be)
database table prefix = (the default random value provided by the installation or your own choice. This must always end with an underscore e.g. prefix_).

For database name and table prefix, only use letters, numbers, hyphen, and underscore. Never use spaces or special characters.
Remember that all Unix based systems/programs (which includes Apache/MySQL/PHP et al) require case sensitivity to be adhered to so, HELP is different to help is different to HelP)
