non-Super User has no main menu in Administration

Hi everybody,
I have create new administrator user with following settings.

1. All Global settings for this user is set to ALLOWED except Super user (Calculated settings is Not Allowed).
2. Access to all components for selected group is Allowed as well.
3. All modules are Published

BUT
When I login with this user to administration I can see only first Item of Main menu which links to administration dashboard. I can see there "Control Panel" with every icons and when I click eg. "Article manager" I can see its submenu and I can also access to all its functionality.

Note that when I add Super user rights to this user I can see all items of main menu correctly.

Do you have any suggestion what Im doing wrong and how to activate all main menu items?

Thanks for link, but it doesnt solve my problem. I can login, but I cannot see all items in main menu. Only "dashboard" item is shown. Any solution?
