User Registration skipping Admin activation

I currently have Allow User Registration set to Yes and New User Account Activation set to Admin.

Users are able to register and an email with an activation link is sent to their email. After they click on the link, sometimes Admin activation is skipped and they get automatic access to the website. Sometimes the Admin activation is not skipped and they must wait for Admin approval.

Any help towards figuring out what is causing this inconsistency would be greatly appreciated.

Experiencing exactly the same problem, using Joomla 2.5.27

New User Account Activation is set to Admin.

But when the user confirms the registration email sent to him, the account automatically gets activated and the user receives a second email confirming that.

The admin gets the email for the activation of the new user, but activation is already done.

Am having this problem also, except in Joomla 3.4. Has anyone solved it yet?

Far out these questions first posted December 2014 and still waiting for answers. I am having the same problems.
