Updating to v. 2.5.4 has errors

Joomla versions 2.5, 1.7 and 1.6 are all end-of-life since December 31st 2014 and are no longer supported. Please use Joomla 3.x instead.

Updating to v. 2.5.4 has errors

WE updated several dev sites this morning (some from 2.5.3 and some from 2.5.1) to v. 2.5.4. All updates had the same 45 errors about "Failed deleting templatestyle.php, index.html, editor_plugin.src.js" and other files.
I does report Updating file was successful even with these errors.
Should we manually delete these files and folders? (these are not on in the tmp folder)

A PDF of the errors is attached.

Install is on iis7.

You have a file/folder access permission issue on your server.

Downloaded the FPA and ran report. It showed the PHP tmp file and the windows\temp file were unwritable. Moved the PHP tmp file into our sites structure (\inetsites) but had issues with making the windows\temp file writable. Changes to windows security settings on the windows\temp file made no difference (even adding "Everyone" group and giving full control) Attempted to add c:\windows\temp to the PHP open_basedir path but it would not add. Did not properly recognize the ":" separator between paths. (d:\inetsites:c:\windows\temp). Finally found an obscure post on another site that showed path needed to be enclosed in quotes using ";" separator. ("d:\inetsites;c:\windows\temp"). This solved the windows\temp writable issue. To test update to 2.5.4 again we created a fresh site and database. Unzipped a quickstart template with a Joomla V2.5.1 core and ran the install - everything ok except we had to manually delete the 'installation' directory. On the new site we installed Akeeba Admin Tools Core module. Ran the Fix Permissions utility. Then ran the Extension Manager Update and updated to V.2.5.4. Update threw all the same errors as previous updates.
We reviewed the files that failed to be deleted listed in the errors and don't believe they will cause problems. All the sites we updated to 2.5.4 seem to be working fine. As this is a dev system we are not overly concerned.
We have several sites on same dev server we recently updated from v2.5.1 to V2.5.3 with no issues/errors (and this was before fixing the tmp/temp file writable issues.)
We will monitor to see if we have any issues with the sites - spent too much time trying to fix what may not be much of a problem. Would feel better if the updates installed without errors though!

This Windows 2008/IIS7 dev server has been running Joomla for over two years now without issues. Only errors thrown on install have been the upgrade from 2.5.x to 2.5.4. Upgrades to 2.5.3 did not throw errors.
