error number 1146 Table _update_sites does not exist

I have a website joomla 1.7.0 to upgrade to the latest version

if I try upgrade 2.5

Joomla_2.5.27-Stable-Update_Package.tar.gz

I get the error

in the database there aren't the tables : _update_sites, _update_sites_extensions

I also tried upgradung to 1.7.5 getting a similar error

it is suggested to correct the errors in the database before
but in 1.7.0 I do not see this feature
perhaps there is in later versions 1.7.x

I've found that in my db there weren't tables:
_update_sites, _update_sites_extensions
mybe someone in the past delete them
solved by pasting then from a clean joomla1.7 database

upgrading joomla 2.5.27 to 3.3.6
now I get the error
