joomla generating url localhost/locahost/example...

I've inherited a website I need to migrate to a different server and the upgrated to 3.5

I have it on my local testing server but joomla is generating the urls as localhost/localhost/...

If I manually remove the extra localhost in the browser address bar it works fine.

what change to configuration.php do I have wrong?

public $host = 'localhost';

public $live_site = 'http://localhost/';
