webpage is www.ialeia.org. When selecting a link within a job listing the url gets completely jumbled ex. if you visit http://www.ialeia.org/publications-resources/career-center/jobs/job/38/criminal-intelligence-analyst-alpharetta-ga.html and scroll to the bottom and select the link it will open up in a new window with this address - http://www.ialeia.org/%22http:/www.alpharetta.ga.us/%22. The real link should only be www.alpharetta.ga.us/%22

I am at my whits end because I cannot for the love of me figure out what is going on to cause this. I have tried disabling JCE editor and various plugins. There is some sort of conflict just not sure how to narrow it down. Any Ideas?

PS the component website is useless
