Can't figure out why ACL allows access on some articles

I am working on a site that has two distinct topic areas and each topic area has administrators that are only allowed to edit content in their area of the site. I've set up the ACL and generally it seems to be working properly in allowing them to only edit their content. However when I log in as one of the users, I can still edit some of the articles that belong to the other user group.

When I look at the article category, it says that that user's calculated access to edit articles in that category is denied. However, when I look at the permissions for the article, the permissions say Inherited and the calculated setting is Allowed.

How can a user have an inherited editing permission for an article of Allowed when it belongs to a category that the user is denied editing permissions?
