allowing the public to edit an article

I'm have difficulty allowing the public to edit one article. Actually they can't edit any articles at all.

I'm running Joomla 2.5. I've set the article, global, category permissions to edit "allowed". I don't see any conflicts in my premission settings. The public can see the article.

Registered users can edit the article. I think I have the registered user and public permissions identically set. I've looked at access levels but don't really understand them. I've gone back and forth with the guest user settings.

I trust that I should be able to set permissions to allow the public to edit. Is there a second permission I need to allow?

Could I have restricted the public permissions somewhere?

Setting aside the technical issue, I would question the advisability of allowing the public to do anything but read...

What is the reason for doing this?
Don't HACK the Joomla! core, Instead "Extend" and/or "Override."
Stay ON the update path.
