Need help with country joomla domain

Hello!

I hope it is right place to ask, if not please move where it is appropriate.

I am looking for some help from Joomla copyright holders.

The short history is.

I am doing translation of Joomla in Latvian since beginning of Joomla 1.5 with the little help of some others of course. I am trying to support local community as much as I can.
The problem is, somebody in time when Joomla just began has reserved domain joomla.lv.
As it is not in use, I was speaking with him few times, and got response that he will handle over domain only to registered organisation not me personally.
This person who owns domain is fan of drupal. If You open www.joomla.lv, in the end he has placed link to his drupal site.

So can I receive some help from Joomla, maybe somebody can write email to him and handle over rights to use it for me. For sure I shall pay annual usage price for that.

In worst case, as Joomla is global copyright Joomla can request, local domain register service to forbidden continuous use of joomla.lv domain for him.
