forum buton "go down" inactive

forum button "go down" is inactive

on the botom also apeares button "go down" instead of go up

yes i cleared browser cache

try use it on this Official Joomla Sites - Feedback/Information

couse on my post it seems to be active  - forum buton "go down" inactive
