What is joomla.org's stance on TOR? Visiting this forum from a TOR exit node I thought was stable and trusted, I got a banned notice for that TOR node's IP address.

IP addresses are normally only banned when being used by spammers (by far the biggest amount of these are automated bot spam runs). There is a set time amount for a ban for a certain IP address at that stage.
