Must keep rebuilding the Menu

Ever since updating to Joomla 3.10.11, every time I add or edit a menu item it creates "strange" menu item URLs and I must rebuild the menu. After the rebuild, everything is fine.... until I have to edit the menu again.

What about Joomla 3.10.12?
