Table background image in frontend editor

I can insert a background image on a table in the back end (Super user), but get a "Forbidden, You don't have permission to access /index.php/practice-articles on this server." when I insert the image in the front end as a Publisher with standard Joomla ACL permissions. Why is this and can I change it so the publisher can do this from the front end?

I did many tests. When I create an article in the front end, logged in as a super user, create a table and insert a background image in the table and hit save: I get a "Forbidden, You don't have permission to access /index.php/..... on this server."
When I do the exact same thing in the back end, no problem; the article saves successfully.
I can only conclude that the front end editing does not allow that type of editing; but why? Can anyone explain this and is there a way to overcome this issue in the front end? (Joomla! 3)
