Moving Joomla files from one url to another

I would like to build a Joomla website at one url then when complete move to another url. I can't build the new site because if I used the url that is working I believe it would mess up the working site my clients have while I build it.

So, I am wondering about the feasibility of building the site on one url then moving it. I know it would take migrating the database over but what else would be involved? IS my best option to use maybe WAMP (as I have Windows) then upload it live to the correct destination??? I need some opinions please???

You should have a look at the following tutorial in which are explains the exact steps how to copy a Joomla based website:

Also you can develop your website in some subfolder of your live domain or in some subdomain. If you decide to develop your website on your local computer, you should have a look at the following tutorial in which is explained how to install Joomla with WAMP:
