Hangs at Main Configuration, Will Not Proceed to Database

Joomla 3.3.4
PHP 5.3.13
Linux b
MySQL 5.5.32

Uploaded Joomla installation ZIP file to directory under public_html/
Uncompressed with Ipower's Restore tool
Deleted ZIP file
Tried both www.babymattresscovers.com/~~/administrator and double-clicking on installation folder in file manager to start configuration with no progress either way.

HTML site is currently running.
Does have .htaccess in place, but forgot password to it.
Ipower's Quick Installs of Joomla 3.3.4 all fail.
Quick Install places a database in MySQL, but unzip did not.

How can I get Joomla installed?

Only thing I can suggest, perhaps read the instruction here, for installation:

Since Ipower's own Quick Install puts the new Joomla directory in the root instead of the correct public_html/ , I suspect it is our hosting provider's issue that is causing the problem with the installs.

Most hosting installs I have seen does that, it places a folder name and installs inside that folder. If this is a new installation:

You can delete that /joomla folder but leave the / that indicates it will be in the root.

The best solution perhaps is to unzip and upload it via an ftp client. This will of course place you in the correct docroot folder.

It is easier for me to use an ftp, but that is me.
