I'm searched the forum and i did not find the solution about "PHP 5.3.10 or higher"
can you help me please !!!
version Joomla: 3.5.1
server local: Appserv 2.5.10

That's self-explanatory. Update PHP to at least 5.3.10. If possible, to PHP 7.0.x.

Here are AppServ releases https://www.appservnetwork.com/en/version-history/. Find whichever works on Windows XP.
EDIT: Nevermind, it seems the last XP version is 2.5.1.0 which you already have and it supports just PHP 5.2.6. You may try to manually update PHP or use different software like WAMP.

The solution is to upgrade PHP. You can either try to manually upgrade PHP in AppServ or use an alternative server program like WAMP which already has a newer PHP version.

There are other links there to - PHP 5.3 to 5.4, 5.4 to 5.5 and so on. See the Download loinks on the right hand side (top) of the above link.
If it's beyond your skillset, then as already suggested, install an AMP Stack like XAMPP, which has documentation on the Joomla site for installing : https://docs.joomla.org/XAMPP
