Joomla installation not starting...just shows default Apache page

On a Debian system, with apache installed and php confim working, I uncompressed the entire ZIP into the default folder. When I go to http://192.168.1.9 (IP of debian), I am presented with the default apache page. I know this is the correct destination because of a simple phpinfo.php file I made and it works when I make it and it shows not found when I delete it.

http://192.168.1.9/installation/index.php says it cannot find it.

What is wrong?

Apache’s mod_userdir allows users to view their sites by entering a tilde (~) and their username as the URI on a specific host. For example http://test.cpanel.net/~fred/ will bring up the user fred’s domain

Yeah, no, that wasnt even close to being it...

Well that i show Apache's mod_userdir works and that is how close it get's (Actual copy of the cpanel explanation)
