Rewrite Core Files Question

One of the new features in 3.6 is the ability to use "an option for reinstalling Joomla’s core files at the click of a button" -- but I don't see any instructions for how to go about doing it.

In the article above they also mention the restoration of an "option to update Joomla! by uploading the update file". I wasn't 100% sure that doing that is the same as reinstalling the core files by clicking a button.

I'm having an issue with my "remember me" functionality I posted about in the link below and was hoping reinstalling the core files might help. Since I use the Protostar template and didn't bother customizing it code-wise it should be 100% vanilla (meaning the overwrites should help without causing problems). I was hoping this might help.

In back-end: Components > Joomla! Update > [Upload & Update] tab.
You've to upload the Joomla 3.6.0 full package & choose install.

btw: I would create a full backup (files + database) before doing so (eg using Akeeba Backup).
