Weird front page

sometimes I clear my cache after I have worked on something new to make it appear quickly. I have suddenly started getting the attached home screen. I can press a couple of menu items usually and they show OK and then purée home again and it is OK. This latest time it won't go back to normal. I dam worried because I don't know if others see it like this.

Why is this happening? HELP!
