This module is disabled. Use Extensions => Manage to enable
After updating my website to Joomla 3.5.1, I can't edit modules anymore. For an unknow reason all the modules are disabled. When I want to publish any module, I see the messagge "This module is disabled. Use Extensions => Manage to enable it."
Does anybody know how to solve this? I tried to disabled and enable all modules, but this doesn't work. This disabled status is also present for newly installed modules.

What does Extensions => Manage Show?
Your screen-shot is from Module Manager, not Extensions Manager.
What version of Joolma did you upgrade from?

I have added a screenshot of the Extensions => Manage page.
As you can see all the modules are enabled (also the ones not in the screenshot).
I upgraded from version 3.4.6.

The Update may have not finished.
Check the /logs/joomla_update.php file.

Any other insights? I tried updating to Joomla 3.6.0 Beta but this also isn't working. I can't do anything with my modules now.

This is not an isolated problem. I have the exact same problem with clients on three different web servers!
I've done a manual re-install of 3.5.1 to overwrite any problem files, I've run "fix" database, used akeeba admin tools to optimize tables, cleared all sessions, I've cleared all the cache and tmp folders, cleared browser cache... still persists.
I've had to restart from scratch on a fresh 3.5.1 installation once to clear this problem. I'd love a better solution.
Edit: Just noticed that I can't switch the module manager to "Administrator". So those modules are completely inaccessible.

I finally figured it out, the problem was caused by ACL manager. When I disabled the component, the modules became available again. My solution was to just reinstall the component, I did it over the current installation so without uninstalling it first.

There is NO UPGRADE PATH from Beta to Release versions. Test Beta versions as a stand-alone installation - NO NOT UPGRADE LIVE SITES TO BETA. This is clearly stated.

I just uninstalled the ACL Manager entirely and refreshed the site cache.
