Upload file from tab and file upload missing

For some reason, the file upload page in Extensions > Manage > Install, not displaying anymore. The usual tabs "Install from Web", "Upload Package File", "Install from Folder", "Install from URL" are there but the pages corresponding to these tabs are not displayed.

This issue occurs when I update PHP version to 7.4, Virtuemart to latest, updated Shaper Helix template to Shaper helix version 3.0.3, In addition I also overwritten files in Joomla root by uploading files via FTP in the following order:
- Joomla_3.9.x_to_3.9.12-Stable-Patch_Package
- Joomla_3.10.0-Stable-Update_Package
- Joomla_3.10.x_to_3.10.11-Stable-Patch_Package

Any resolution is greatly appreciated

Overwriting the filesystem by using FTP is not the correct method to update Joomla 3.x because the update process may delete old files, change the structure of folders and update the database, too. Those tasks can only be achieved by running the Joomla! Update component from Components.

Do you have a full backup of the website or at least the filesystem from the time before the FTP transfers?

yes, I can still generate a backup again from live site and move it to staging url/site.
The site that had issue is the staging site so I can repeat the procedure all over, delete the files and copy the backup to extract in the staging site then try to perform Jooomla update via components?
Is it really possible to update Joomla straight from Joomla! 3.9.5 to 3.10.11 by running the Joomla! Update component from Components?

Yes and yes. The component Joomla! Update has been designed to take care of updates, additions and deletions to the filesystem and updates to the database schema, too.
