Attempting to upgrade from 3.9.12 to 3.10

I am attempting to upgrade from 3.9.12 to 3.10 before upgrading to 4.3.

Components 'Joomla Update' is unable to find any updates. I have attempted changing Update Channel (Default, Joomla Next, Testing) and Minimium Stability (Development, Alpha, Beta, Release Candidate, Stable); but Check for Updates continues to report that 'You already have the latest Joomla version 3.9.12'

I have changed the PHP.ini setting 'Allow url fopen' to YES but no change from that.

Any ideas will be much appreciated,

First I'd recommend you update the PHP to at least 7.4 even though that's EOL as of November last year.

Then make sure your extensions are all up to date, including templates.

Then do the update through JOomla Update as normal.

There's an issue with your database too - you haven't set the DB user privileges - the FPA is identifying that is the problem and an issue with the db hostname. Check the detail in your configuration.php file for Joomla, that it matches whatever requirements or naming conventions you need to use with your webhost when declaring databases.

1. I have updated to PHP 7.4. Problem remains.

2. I have checked extensions and Templates. Not entirely up-to-date, but all seem compatible with current Joomla! version. Site is functioning properly for everything I have tried, except Component: Joomla! Update not showing any updates available.

3. I can't do update through Joomla! Update as normal.

4. I don't know why FPA doesn't show the database information.

Joomla! is communication with db for normal functions

The contents of this file are not what I would expect for identifying the required update versions. Should some other file be used?
