Unable to write to configuration.php

I upgraded from 2.5.28 to 3.4.3. PHP is 5.4. Now, I cannot make changes. Cannot write to configuration.php, which is marked 644. Here is pa output.

I have just updated another Web site. And, I have the same problem. This makes two with the same issue.

what i do, is to quickly, edit the file, and before save, select all and copy. when it doesn't save, close it without saving. delete, or rename the config file, create a new configuration.php file and paste the new content into it and save.

The point is not if he can put another configuration.php( he can download it with ftp, after edit it with notepade++, after delete the old configuration.php and upload the new one). The point is that his host must fix this issue to can overwrite the files that he wants.

As i saw with a first look Session safe path must be writable but definitely he has permissions issue and his host provider must fix it. I am not his provider, if i had root access maybe i could but i have not.
