!!! 3.6.0: Solution for multilanguage
There is a bug with the languagefilter plugin when using the core multingual funtionnality in 3.6.0.
The bug will be solved in 3.6.1 to be released.
In the mean while, to solve it, replace the file languagefilter.php in /plugins/system/languagefilter/ by the attched one (after decompressiong it):
EDIT: small change (see https://github.com/joomla/joomla-cms/pull/11314 )

Please test this new file (for 3.6.0 only). In 3.6.1 the issue should be solved.

@meto:
(a) Could you please elaborate on what issue you faced with your multilingual site that is using Joomla! 3.9.1?
(b) What file you are referring to when you refer "this file"?
(c) Have you seen the differences between "this" file and the corresponding file in 3.9.1?

Re: !!! 3.6.0: Solution for multilanguage
I face an issue with my multilingual site. The default interface is Arabic (RTL). When I click to the English flag to enter the English site, I get it in RTL direction also.
When I replaced the file attached with the original one, I could solve this issue partially.
I mean with the word (parially), that I should make refresh every time I enter the English Version of the site.
I hope you could help me to get red of this issue totally.
Best regards!

Re: !!! 3.6.0: Solution for multilanguage
What is your site's URL?
What template is being used for your site?
Do you have two styles of the same template, one for Arabic and another for English?
What happens if you make Protostar as the template for the site?

Re: !!! 3.6.0: Solution for multilanguage
Yes, sir.
I have one template with two styles one Arabic and the other for English.
I have changed the style to Protostar default template to test the issue, but I get the same result.
That means the template has no issue.
I'm using Joomshaper Template (Finance) with SP Page Builder Component.
Ps: My website was working very well for a long time with no issues, but suddenly I get this issue and I don't know what happend.

Re: !!! 3.6.0: Solution for multilanguage
Update: After updating the site to 3.9.2, I get the previous issue with rtl direction.
So I could solve the issue by replacing the file languagefilter.php with the old one.
Can anybody here explain the reasons of such issue?
Kind regards!

Re: !!! 3.6.0: Solution for multilanguage
The language filter plugin code has not been modified for a long time and specially concerning rtl.
I guess your issue is rather related to a 3rd party extension.
Try disabling each of them and re-enabling them one by one to find the culprit.
