Is this a bug of Joomla or Chrome?

Hi i have a compatibility issue with chrome using "isis administrator style" but not with firefox, so i dont know if the issue is from joomla using chrome or from chrome using joomla. I made a 20 seconds video that show the issue.
When i edit isis and choose "yes" on the option Sticky Toolbar, chrome dont scroll 100% to bottom of the page.

I have chrome stable version 34 (extensions disabled) and joomla last stable version

Someone using chrome 34 could test this? Thanks

I've seen Chrome do that to me before too.

Ok, so should i fill a bug on joomla or on Chrome?
By the way i dont know where i fill a bug on joomla... I know where on Chrome...
