Login Forum Temlate

I need a template as follow
There is users and administrator , each user ask question and administrator replied to them
A login page for each user , it will go to a table of asked question by the user with the question relies , and there is an ability to create a new question
In administrator account , it receive all questions from users and replied to them
Can you advise me to which template can I use

only administrator can see all questions and user 1 can not view question from user 2?
