how can I adjust the banners

Hello,

I'm looking a way to change the template a little bit... I d`like to mount the Banner to the top of the page... and completly remove the white banner.

Please look to the attached file. I Uploaded a image that i did with photoshop of what im talking about and what i dlike.

please could you guys help me with this.
