Protostar and the 3 Line Button menu for Mobile

Bootstrap supports the collapse of a main menu into a 3 Line Glyph Icon for narrow screens. However, Protostar apparently does not have the required container wrapper (or container) around the navigation bar that makes use of the required CSS classes.

Does anyone have a simple patch that will add this functionality? Or can someone patch the core code for the template to add the functionality?
