Protostar ICO not updating

I have tried and tried to update my favicon but http://psychedelicrevival.com/ refuses to show http://psychedelicrevival.com/favicon.ico when using Firefox and Chrome.

I have uploaded my ico file to a million directories via ftp. When I dl the ico files just to double check, they all it show up correctly in the files downloaded.

What I know it is NOT:
1. I have waited like a month, so dns propagation or whatever certainly isn't the issue.
2. I've cleared caches/cookies/... cakes and ice cream ... all to no avail! It is very frustrating.
3. I tried to look at Protostar's php and html files but can't find any overriding coding that would keep it coming back to the default icon.
4. This is not the only Joomla site that has given me issues, but the other site is on a completely different host, so it isn't the host either.

I'm at my wit's end and run out of things to try. Any ideas/shots in the dark (or the daylight) would be appreciated.

Delete the favicon
Refresh the browser
upload the favicon
refresh the browser again
