Missing com_users

I just logged in to my site for the first time in about 6 weeks.
My SuperAdmin didn't have Admin privileges and the com_users component seems to be missing.

I have a 2nd Administrator account that seems to be working fine.

How can I re-install/restore the missing component?

1. Use the files from the Joomla full package to replace the files

2. Create another SU account see if that has all the Permissions https://docs.joomla.org/How_do_you_reco ... assword%3F

3. Make a secure password for the new SU

4. Navigate to Extensions >>> Manage >>> Discover ... install what is discovered
