Tool for event creation and registration

I'm looking for a component to create a website where people can register their own events and where visitors can register their participation. All events should be searchable on city name, street name, category ... The same thing could be achieved using facebook but i'd rather have something that is not facebook-related.

The main idea: in the upcoming months, there might be a power blackout , because of power supply problems. This blackout will be anounced 7 days in advance and will be between 5PM and 8PM. This website would provide a tool for people to use this in a positive way to organise local powerless events for the neighbourhood where people will gather around campfire, sharing a drink ....

So everyone should have possibility to register an event (let's say: a streetBBQ, Main Street, bring your own meat, ...) and others should be able to make a search in their region and register for an event they would like to praticipate.
