Unable to login to my website through the an page

I am unable to login to any part of my website. I have tried multiple computers as well as refreshing the cache and cookies on the browser. When I enter my login information the login form just flashes and does not login.

I have attempted to fix the error described in the PHP error log however there is no spot in the sessions.php for me to make sure that the path is set right. I do have the Windows Cache Extension 1.3 for PHP 5.4

PHP 5.4 is no longer with us. This version is already deprecated but still works for Joomla 3.4.8. All permissions re wrong. Never any permissions should be set to '777' This opens the door to any hacker. Folders should be '755' and files '644'

Also you seem to have wrong ownership of files and folders. They seem to be owned by "nobody" (Apache) and not by the user.

To find out what your absolute path is, copy the following code into a text editor (i.e. JEdit, Notepad, etc), save the file as a .php naming it whatever you prefer (i.e anyfilename.php.).

Using your FTP software, ftp the file you have just created to your root folder. Open your web browser and type in http://www.yourdomain.com/anyfilename.php. The result will show the absolute path!

are saying I should update to a different version of PHP? Also, I am running windows server 2008R2 Datacenter, how can I change the permissions to 755 and 644 because those are unix terms...
