I have read the answer of the dev's to my question.
Is a specific problem of server config?

Most likely but difficult to tell because we lack windows server testers

Ok. At least I have solved it, but I have more problems to solve with the website. I have learned that is better to use MySQL with Joomla.

imho yep. Use xampp on your PC and Linux on your server
