Contact form blank

I have a problem with the display of a contact form. I have Joomla 3.5, Windows Server 2012, IIS 8.0 and PHP 5.6.
When I click the link to a contact form, it displays nothing.
How I can get the error?

Check your backoffice configuration. It sounds like you have not set up the form to display.

What I must to check?
I have changed the directory of Joomla instalation. Before that, the contact form was able to display. Also, I have upgraded to Joomla 3.5.0.

Off the top of my head:

1. components/contacts then options
2. also check your form menu item is set up correctly - usually just taking the default/global values from (1) above
3. components/contacts/ select the actual contact for the form. Check that this is also set to default/global values from (1) above

How I check the step 2?
Apparently, I have not problems with the other two steps.

Open up the actual menu item in your backoffice, and there are a couple of tabs with email options and contact form options.

Ok. I have seen in this menu item and there isn't problem with that

Not to sure then without a link to the site.

You can try:
- setting error reporting to maximum in global configuration and see if that throws an error.
- inspecting source code to see if the form is just hidden with css

Surprisingly, I set error reporting in developer and debug mode on, and the contact form is shown.
When I set error reporting in nothing and debug mode off, the contact form is shown anyway
