remove category and joomla folder from url on IIS

I'm moving a static site to Joomla 4 with Yootheme on a Windows IIS server. Almost all of my pages, hundreds are at the root of the server. Images are in /images or /images/folder/, same with documents. My Joomla install is in a folder named cms.

I want to change domain/cms/category/page.html to
domain/page.html

I want to change domain/cms/images/documents/category/folder/pdf to
domain/documents/folder/pdf or domain/documents/folder/subfolder/pdf

Install Joomla in the Web Root Folder.

Note that on IIS, you need the web.config file instead of .htaccess.
