I've recently installed Joomla 5 and tried to access the file browser in JCE Editor but I get this message:
You don't have permission to access this. Please contact a website administrator if this is incorrect.
I looked through the JCE permissions in Global Configuration but everything seems in order...
I would welcome any suggestions as to what I should try next.

Are you trying to access the file browser from the front-end or administrator? Are you logged in with sufficient permissions? Is your JCE version up to date?
Are you using Pro or free version (if Pro, contact JCE directly for assistance).

Have you edited the default jce profile?

Jce profiles can exclude or include user groups.

I just checked the JCE Editor Profiles. When I click on Default I see this error message at the top of the window:
Deprecated: Creation of dynamic property JFormFieldSearchPlugins::$useaccess is deprecated in /home/u871843793/domains/mydomain (I removed my actual domain here) .com/public_html/libraries/src/Form/FormField.php on line 602
In File System Editor Parameters no File Directory Path is listed, nor is there a Directory Filter path.
In the Filesystem section, Joomla! (Default) is selected. Allow Root Access is set to No (red). If I click on Yes and then click Save & Close, I see this error message:
An error has occurred.
0 filter_var_array(): Argument #1 ($array) must be of type array, string given
I wonder what's going on?

Sounds like a 3rd party extension has some deprecated code?

Uninstall JCE, delete this table #_wf_profiles from database, make a new installation of JCE latest version.
I think this will solve not only the problem with the error, but also the problem of access.
If the access problem remains, check the owner and permits for folders and files of the site on the hosting side.

Thank you to both of you! I decided to do things in stages... Uninstalling JCE, then reinstalling it did the trick!
