Cannot find the php.ini file mentioned in the systems info

To migrate to Joomla 4 I have to change the php.ini file (output buffering to "off").
However I don not find the php.ini file.
It should be at location /opt/alt/php83/etc/php.ini but there is no /etc folder in the php83 folder (see screenshot)
Do invisible folders exist (like invisible dot files) and if yes, how to make them visible ?

You can ignore that message, I have sites with it on and off, no difference.
