PhpMyadmin table extensions, fields locked or protected, change from 1 to 0.

Your database manager, find the table 'extensions', Find your template than see fields locked or protected, change from 1 to 0.

Do you mean the m97cq_extensions table?

Even if you could uninstall Cassiopeia, it will be reinstalled with the next Joomla update.

If you are using a third party frontend template, go to System - Manage - Extensions and disable Cassiopeia. That will shorten the list of template positions to select from when assigning modules to positions.
