How to change list order of menu items level 2?

Is it possible to change list order of menu items level 2 in main menu? Backend it seems to work perfectly just changing the order no, or using the arrows to move items up or down in the list. However, this does not affect front end.

Try clearing the cache both in Joomla and in your browser.

Are you using a different menu module then the native one of Joomla?

No, it is mod_mainmenu. However, there are two instances of this module, only one (not the original one) is published.

Don't know what to tell you. I've tested again and on my test site everything worked fine.
If you don't use the last version of Joomla I suggest an upgrade.
