i want to be a translator coordinator for my nation. I found some form, but i cant find e-mail or other contact where i must send this filled form.

Have you already translated the language files for 1.0.11?
You may create a project on joomlaforge to propose this to users.
The, 1.5 translation is another story and you will have to ask davidgal (please CC to me) how to get in.
Also, just to clarify: Joomla! does not deal with Nations but with languages only.

Alam,
there should be no fight...
The 2 of you are dealing, as far as I know, with different versions of Bangla, which is perfectly allright and in agreement with the Translation Charter which you have agreed to.
Same as German (Germany) and German (Austria) for example.

I have made complete bosnian language pack for Joomla 1.6:
bs-BA_joomla_lang_site_1.6.0_v1
for Bosnian language, in my country Bosnia and Herzegovina.
I come from Bosnia and Herzegovina, Sarajevo, and I am in contact
with Translation coordinator for Bosnian bs-BA, Admir Agic,
and will invite him to check my work.
I need to know who to contact to aprove me as a Translator for my language.
