My name is Bui Huy Thang, i'm co-owner of DesignForJoomla.com website. We are vienamese and already transtaled both frontend and backend for Mambo in the past. Now, what we want is to make our little contribution to Joomla community and Vietnamese community inparticular. We want to join the translation team and provide Vietnamese language pack.

We have no Partner yet for Vietnamese, as presented in the Translation Policy you quote.
There is already a project for Vietnamese (version 1.0.8, utf-8) available on Jooomlaforge, by pxuan http://forge.joomla.org/sf/frs/do/viewR ... o.lang_doc
It may be worth contacting him to coordinate your efforts for version 1.5 as the work is quite different.
You could use the same project to make your work available, or create a new one if unfeasible.
There is also the question of the Help site which implies the Translation of the 140+ contents online.

I suggest you start a thread calling for volunteers in this language forum (something like "Call for Afrikaans Translators to form a Team" as well as adding a post in the South African thread calling volunteers to post on the new thread to volunteer.
Then you may arrange everything by pm and mail until you get a group formed.

Nevertheless, many people use utf-8 sites on Joomla 1.0.10

What can I do to join you?
Hi all,
I'm from France and want to join your translating and developing team. I plane make a small business and have clients, suggestions for some themes. I self can speak French, English, German, Turkish, Kurdish, Dutch and have friends from China, Indonesia, North Afrika and the rest of World. From every language to anoother translating, I can do it. I have also ideas and suggestions to you, because I need the best cms on the hearts. I use until mambo this cms, but only in localhosts :). Now I buy for my online Kurdistan Library and Univercity a server, and want use the script. I do also a big community and hope we can work together....

a while ago I contacted some team members, and wanted to contribute as STT (Official swiss translation team) Joomla Translation files for the Swiss Commuity. We have also created a categorie at the Forge.
Also we have already translated the files for 1.5 Beta and are working on the SVN Releases for Beta 2 and also 1.0.12. We currently also are building up the Help files.
within the Team you will find:

and
