I have already changed Database Collation to utf =8 and already put this file in my index.php

Suggest creating a new database with the collation sequence of utf-8 and see what happens.

For this, you have to export the database content, create a new database with the collation sequence of utf-8, import the exported database content.

What is stored in the database table jos_content? Are you seeing Punjabi characters or question marks?

You could use phpMyAdmin for this.

Are you developing the site in localhost or remote host?

What I noticed was that some of the tables were having the collation sequence utf-8 and others were having the collation sequence latin1_swedish_ci.

So, I created a new database of with the collation sequence utf-8. Now your site is pointing to the new database.

Review your site and let us know your comments.

Note: I have changed the title of 2 articles to Punjabi and added the text in Punjabi to both of these articles. However, I had left the ???? text string in those articles for you to see the difference.
