When I try to upload a zip file for sale via VM I get an error saying:

Warning: The file you are trying to upload is too big.

I have increased the allowable file size in Joomla configuration to many times more than the size of the file yet still cannot upload the files.

Set to 20,000,000, File size is less than half the allowed at 7,000,000

What am I doing wrong?

you have to change it in php.ini file if you have access to it. File uploads are restricted by server admins. you have to change this line upload_max_filesize =2M to a higher limit like upload_max_filesize =100M etc in your php.ini file.
