Please use this component to install on a 1.5 site.
Attachment:
com_langconv_v0.2.zip

Follow the instructions as displayed when clicking on the component.
It will port as many possible strings from a 1.5 existing language pack to 1.7.
Saves some time but does NOT fully finish a 1.7 pack.

with the new created 1.7 files, create an installable pack:
http://docs.joomla.org/Making_a_Languag ... Joomla_1.6
and install it on a 1.7 site.

Then install com_localise:
http://extensions.joomla.org/extensions ... tion/17755

and get to work ;)

Which language do you want to make a pack for?

If it is Arabic, the pack exists already

For Philippine language I upload English (USA) language 1.7 full pack (en-US ) and change the translation inside some files from language folder like:
en-US.com_search.ini
en-US.ini
en-US.mod_search.ini
and it's enough for me right now , but joomla administrator is showing language name (English USA ) how I can change this name to be PHILIPINO .
thanks,

In this case, your lang code should be tl-PH (Tagalog-Philippines)

here is a custom pack made from en-US with the new prefix.

Just unzip on your PC, change what you want in the inis. repack the same way and install.
