What kind of server do you have?

It has to run a web server (WAMP, MAMP, LAMP or IIS).

http://docs.joomla.org/Installing_on_Microsoft

For further assistance, use the Joomla 1.5 on IIS forum.

PS. I would advice you to start with J1.7, as 1.5 will reach end of life in april.

There will be no more bug-fixes and security updates. Just like 1.0 is now.

Mod. Note: Relocated the topic to the Joomla on IIS forum.

I'm sorry, I don't know how to setup DNS on Windows.

There should be a utility called DNS Manager. It's part of Windows and out of scope for the Joomla forum.
