Hi, I have a strange problem on a hosting server, if there are more than 7 additional user groups (15 altogether), I can't change any Global Configuration settings. When i try to save some changes it just refreshes the page and the setting are back as before changing. There are no messages, errors or confirmations. Also nothing in the logs. If i delete some groups everything works normally again. On my testing server everything works ok. The symptoms are the same if I move a site or install a new one

Steps to replicate:
install a new or move an existing joomla site and add more user groups
for example:

getting the same problem.

linux
joomla 2.5.4
seblod 2.3.5
apache 2.2.16
mysql 5.1.16
php 5.3

cannot save and close global configuration changes.
in addition cannot save and close a form in seblod, able close, however will not allow changes to be saved.

have about 90 users

confirm issue
big user group = slow on saving articles and categories backend. Cant save global config
